According toWikipedia, "a web browser is a software application for retrieving, presenting, and traversing information resources on the World Wide Web." Examples include Windows Internet Explorer and Mozilla Firefox.
Also according to Wikipedia, a "search engine is a tool designed to search for information on the World Wide Web." Examples include Google and Yahoo.
In other words, a browser is not a search engine. A browser is software that you'd use to view web sites, whereas a search engine is a kind of web site. For many people their browser by default starts by showing a search engine web page.
